The owners originally made a proposal for development of the land in 2007 for 725 units, but this was rejected. They renewed the application in 2014 with 769 units but The TPB received over 500 submissions during the consultation period, with more than 90% expressing opposition, resulting in the developers withdrawing the application. The current application increases the gross floor area by around 1.4%

Comments from the public on the new plan are open until 7 December 2018. Full details can be found at https://www.info.gov.hk/tpb/tc/plan_application/Attachment/20181116/s16_A_SK-SKT_21_0_gist.pdf
