A local developer, Kong Hill Development Limited (港峻發展), has applied to the Town Planning Board to turn around 1,700 sq.m. of currently vacant land on Nam Pin Wai Road, Ho Chung, Sai Kung into a temporary car park for 61 cars. The application is for a temporary installation for three years.
The application also requested permission to install a Public Utility Installation (Solar Photovoltaic (PV) System) which will supply power for electric car charging points. The solar panels will be installed on top of the car parking spaces as allowed in the Feed-in tariff scheme for renewable energy power generation (REPG) connected to the CLP grid. The solar PV system will have generating capacity of up to about 165 kW.
The site is accessible directly from Nam Pin Wai Road. It is claimed to have been vacant and discarded with overgrown grass and waste deposits for years. The developers claim “that their development is an opportunity to get rid of the existing eyesore and will optimise the use of a valuable land resource and will not have any adverse impact on the infrastructural provision in the area”.
The site was rezoned from “Residential (Group C)1” to “Village Type Development” zone in 2011.
The developer has a track record of working with indigenous villagers to exploit their “ding” rights to build, and then sell/rent, small houses to non-indigenous residents.
