Strange case of organic farm applying for planning permission to become a farm

The Town Planning Board (TPB) has recently published a planning application (A/SK-PK/247) for the excavation and filling of land for permitted agricultural use at three lots near Fu Tei Hau, just north of Pak Kong and Sha Kok Mei. There would also be a number of 5 m high “shading” structures.

What is surprising about this application is that although the government GeoInfo map for the area shows it as undeveloped, and classified as Green Belt – see above, Google Maps identifies the area as an organic farm already – see below.

The planning application covers around 790 sq.m. of what is currently zoned as Green Belt. Interestingly there was an application some years ago to build a number house on adjacent plots (A/DPA/SK-SKM/20), that was rejected – see below.
