UPDATE: Debbie Chow, District Councillor for Sai Kung Islands, informs BUZZ that Transport Department are objecting to this new route since it is overlapping with the minibus 9A and the road is too narrow.
Earlier this year BUZZ reported that KMB was considering new routes into the Sai Kung Country Park. One new route was to the East Dam of the High Island Reservoir. Recently netizens have seen some test pages on the KMB web site. The new 94R route will run between Sai Kung Town and the junction of Man Yee Road and Sai Wan Road, some 7.8 km from the East Dam.

KMB has not formally announced this route, and the website does not yet show the timetable and fare, although netizens have reported single deck KMB buses running along the new route, presumably training of drivers.
According to the information on the KMB website, the terminus of 94R is located at Man Yee Au.

Except for taxis, East Dam’s public transportation service is only the 9A green minibus, which runs between Pak Tam Chung and East Dam, but this route is only available in the afternoon on Sundays and holidays.
