The Traffic Enforcement and Control Unit of the East Kowloon Regional Headquarters conducted a traffic enforcement operation in the Clear Water Bay, Sai Kung area yesterday (10/10) to target illegal racing and dangerous driving. During the operation, three suspected illegally modified cars, a Porsche. and two BMWs, were seized, and three men were arrested, two of whom are suspected of uploading dangerous driving videos to the internet.
According to reports, the Porsche driver involved was a local who went to the location alone to race at speeds up to 100 kilometres per hour. The two BMW drivers were both non-Chinese and had arranged to race together. Both cars exceeded the speed limit and did not maintain a safe distance. One of the BMW drivers even frequently shared videos of the races on social media, showing speeds exceeding 140 kilometre per hour, along with photos of himself and other car enthusiasts.

Police stated that they have recently observed a frequent and increasing trend of illegal racing activities. Therefore, they have strengthened intelligence gathering and utilized technology for evidence collection, deploying resources in the area in an intelligence-led manner. Drones have also been deployed to assist in observation and coordination to enhance operational safety.
Last night, around 9:00 pm, police discovered a group of vehicles heading towards Clear Water Bay in batches, preparing for illegal racing, and immediately deployed to intercept them. During the operation, officers observed vehicles suspected of continuously driving at more than double the speed limit on Tai Au Mun Road, closely following and racing each other, seriously endangering the safety of other road users.
Preliminary inspection revealed that the three private cars involved in the case were suspected of being illegally modified, which violated the Road Traffic (Construction and Maintenance of Vehicles) Regulations. They have been towed to the Kowloon Bay Vehicle Inspection Centre for further inspection.
Police reiterated that the East Kowloon Regional Traffic Department will continue to strengthen enforcement in traffic black spots within the region through various operational modes, and severely crack down on illegal racing and dangerous driving, in order to protect public safety and raise road users’ safety awareness.
