The massive China Paint development along Hiram’s Highway and Hong Ting Road, is up before the Town Planning Board (TPB) again. The development is for 178 flats and 14 car parking spaces, and will be 8 stories high. It joins two other massive residential developments in the town centre. One, on the other side of the Esso Petrol Station to the proposed China Paint one, is by Sino Land. ParkMediterranean comprises 3 towers with a total of 285 units. Another Sino Land development on Tsai Mong Tsai Road, The Mediterranean comprises 4 towers with a total of 297 units. These three developments will account for 760 new flats.
The development application has been before the Town Planning Board a number of times before. A planning application to seek the TPB’s approval to convert the usage of the industrial premises into hotel and commercial usage was submitted in June 2015. After much negative feedback, the applicants, CNT Group Ltd. decided to withdraw the application on 6 November 2015.
In May 2016, CNT submitted a planning application to seek TPB’s approval for the proposed residential development. The application was deferred in July 2016 as the TPB requested further information which included a revised Sewerage Impact Assessment, a revised Visual Impact Assessment, a revised Quantitative Risk Assessment (QRA) of High Pressure Town Gas Pipeline, a revised QRA of Petrol cum LPG Filling Station, a revised QRA of Pak Kong Water Treatment Works, a revised Traffic Impact Assessment and a revised Environmental Assessment. CNT submitted further details in September 2016 and more in November 2016 concerning a revised Visual Impact Assessment, a revised Traffic Impact Assessment and a revised Sewerage Impact Assessment.
At its meeting in January 2017 the TPB again deferred a decision asking for further details on the Sewerage Impact Assessment, a revised Visual Impact Assessment, a revised Environmental Impact Assessment and three revised Quantitative Risk Assessments. TPB is now asking for public representations on the revised application. These can be made to the TPB before 10 March 2017.
