Pan-dems to hold primary election for Legco candidates for New Territories East geographical constituency

To prepare for the by-elections in March caused by the disqualifications of a number of law makers over the past year, the pan-dem political groups will be holding a primary election this Sunday, 14 January.
Five locations around New Territories East will be open for voters to do so in person. Apart from physical voting, the University of Hong Kong’s Public Opinion Programme will also conduct polls by making telephone calls to landline numbers belonging to Kowloon West and New Territories East (NTE) residents. A separate voting session for political parties participating in the primaries will also take place earlier.
To vote in person you will need to bring along you HKID and proof of residence in the constituency.
Physical votes and telephone votes will each count for 45 per cent in the final results of the unofficial primaries, while party votes will count for 10 per cent.
The locations are:

• G/F, Cheng Yu Tung Building, Chinese University of Hong Kong, Sha Tin.
• Open area outside Tseung Kwan O MTR station Exit A2.
• Open area outside Tai Wai MTR station Exit D.
• Open area outside Fanling MTR station Exit A2.
• Open area outside Tai Po Hui Market and Food Complex Centre, Wan Tau Street, Tai Po.

The candidates taking part in the primary are:

Gary Fan, Neo Democrats. Former lawmaker
Tommy Cheung, former Occupy protests student leader, and
Steven Kwok , Labour Party chairman

The scheduled by-elections will involve three direct elections in the Hong Kong Island, Kowloon West, and New Territories East constituencies through a first-past-the-post system, plus one in the Architectural, Surveying, Planning and Landscape functional constituency, in which only members of one professional sector can vote.
There is the possibility that there will be another by-election later in the year, as ousted lawmakers “Long Hair” Leung Kwok-hung and Lau Siu-lai have filed appeals over their disqualifications, meaning that it was not possible to have a joint by-election of both seats in the constituencies at the same time. These two seats will be in Kowloon West and the NTE constituencies.
