Fire Engineer Sam Fan comments on the recent fire above SPCA Sai Kung

Further to the recent fire on 22 July 2025 at Man Nin Square, Sai Kung (above the SPCA Adoption Centre), the Fire Services Department (FSD) posted the following poster in the affected building:

The QR code refers to the YouTube video of the Hot Strike Fire Safety Publicity Campaign of the Fire Services Department. According to the Fire Services Department’s Public Safety Strategy, after a big fire or a fire that arouses public concern, the fire personnel from the relevant division will immediately produce a fire prevention publicity video and invite district organisations to jointly carry out publicity and education work on fire prevention in the district where the fire occurred, while the fire is still fresh in their memory.

In the video, the fire on the third floor of a building above the SPCA’s Animal Adoption Centre is briefly described, and FSD exhorts building occupants to install standalone fire detectors in residential flats. On FSD’s website, it is also recommended to install portable fire-fighting equipment (i.e. fire extinguishers and fire blankets) in domestic premises.

Moreover, the Buildings Department and the Fire Services Department have recently jointly inspected the aged residential buildings in Sai Kung town, and the issuance of FS572 fire safety directive for some buildings is in progress. The FSD also requires the installation of sprinkler systems in some parts of the old composite buildings.

It will take a few years for old buildings to upgrade their active and passive fire safety systems to the current standards. The FSD distributed ‘three treasures for fire protection’ (fire extinguishers, fire blankets and stand-alone fire detectors) to needy residents in old buildings in eighteen districts to improve the fire safety of old buildings as temporary risk mitigation measures. Readers, especially those who live in buildings without modern fire safety installations, should procure and install the three treasures to strengthen fire safety as soon as possible.
