Special General Meeting for the Internet of Things (IoT) fire alarm system and fire extinguishers for the five-storey buildings in Sai Kung Town

Further to my site visit on 7 June 2026 and my recent article in the BUZZ, the building owners of Man Yee Wan New Village and Sha Tsui New Villages have received a letter from the Fire Services Department regarding the IoT fire alarm system and the fire extinguishers (in lieu of the traditional manual fire alarm system, fire hose reels and water tanks). The village representatives have been meeting with officials from the Fire Services Department and are now obtaining pricing and other relevant information from the FSD and other relevant government departments.

According to the notice on 25 May 2026, a special general meeting (SGM) in Cantonese (see photo and translation below) will be held at Man Yee Wan Village Recreation Centre as soon as possible to further discuss the forthcoming arrangements. The SGM notice will be issued shortly. Relevant building owners and residents are strongly encouraged to attend the SGM.

Newsletter for Owners and Villagers of Man Yee Wan New Village and Sha Tsui New Village – Latest Alternative Proposal for Fire Safety Directions

Following proactive meetings and coordination with the Fire Services Department (FSD), the FSD issued the latest letters to each building in both villages on May 20, 2026. The FSD has now accepted the following “Alternative Proposal” to meet the statutory requirements of the Fire Safety (Buildings) Ordinance (Chapter 572) for buildings of six storeys or below:

  • Installation of an “IoT Fire Detection and Monitoring System” (replacing the traditional manual fire alarm system)
  • Provision of portable fire extinguishers (replacing the traditional fire hydrant and hose reel system, fire water tanks, and water pumps)

This proposal eliminates the need for the complex engineering work of installing large-scale hose reel systems in both villages. We are currently reviewing the specific installation details and costs for the “IoT system” with the FSD and relevant departments.

We will convene a Villagers’ General Meeting at the Man Yee Wan Recreation Centre as soon as possible to discuss the follow-up arrangements. The specific date and time of the meeting will be announced with short notice. As this matter concerns the overall interests and fire safety requirements of both villages, all owners, villagers, and residents are requested to pay close attention to the latest notices and are urged to attend the meeting!
