The more rural areas of the Hang Hau East constituency
The District Council (DC) election takes place on 24 November. BUZZ is running stories this week highlighting the candidates standing in the six Sai Kung and Clearwater Bay constituencies, excluding the new towns around Tseung Kwan O. This is the first time that all constituencies have had competitive elections; usually around two or three of the local councillors are elected unopposed.
Fifth up is Hang Hau East. This constituency encompasses much of the Clear Water Bay peninsular, stretching along the eastern coast line from HKUST roundabout to Tai Mui Wan and including the island of Tung Lung Chau and the areas around Hang Hau Village. It has a population of 13,902 with an electorate of 5,418. It has been represented by Peter Lau Wai Man since 2003. In 2019 there are three candidates nominated for election.
Candidate #1 is the current serving councillor Peter Lau Wai-cheung, 69 years old. He describes his profession as full-time councillor, and is standing as an Independent. He has represented the constituency since 2003. His bilingual manifesto emphasises his local links. Lau is considered a member of the majority block on the District Council.
The second candidate is Newman Lau Man-choi, a cultural worker, 57 years old. He is also standing as an Independent. His semi-bilingual manifesto calls for an independent investigation of corruption and abuses of power in the District. He also stood for election in this constituency in 2015.
Finally is Ryan Lee Yin-ho, a 32-year-old with no claimed profession, standing for the Democratic Party. His brief manifesto says it’s Time to Change. He also shows the slogan of the current protests – Five Demands – Not one less.
In 2015 Peter Lau Wai-cheung beat Newman Lau Man-choi by 1,397 votes to 1,027. The introduction of a third candidate makes this election far more interesting, especially in the light of the ongoing protests against the government.
