The police have set up Animal Crime Police teams to combat acts of cruelty to animals in 22 police districts, the force has told SAI KUNG BUZZ. In response to our enquiry, the police said these teams are staffed with officers experienced in handling serious crimes.
They also provided statistics on cruelty cases in recent years:
In 2021 there were 88 cases with 55 arrests, in 2022 the numbers were 54 and 32, in 2023, 74 and 60, in 2024, 71 and 59 and in 2025, 76 and 47.
The reply from the Police Public Relations Wing also said:
“Since 2011, the Police, the Agriculture, Fisheries and Conservation Department and related Animal Welfare Organisations (AWOs) have jointly implemented the Animal Watch Scheme to proactively prevent and detect suspected cases of animal cruelty through multi-agency collaboration. For instance, officers from the AFCD and AWOs would provide professional advice at the scene of a case and assist Police investigation when needed.”
