An application has been submitted to the Town Planning Board to rezone a green area in Pak Wai, near Marina Cove in Sai Kung, for residential use. The application plans include the construction of four low-density residential buildings, providing 120 units. Details can be found at Y/SK-HC/8

The proposed project is located on several lots in D. D. No. 210, Pak Wai and adjacent to government land. The site has an area of ​​approximately 136,619 square feet, of which approximately 35,371 square feet is government land. It is proposed to amend the draft Ho Chung Outline Zoning Plan to rezone the application site from green belt and area shown as road to Residential (Class C) 5 and to revise the notes on the land use zoning applicable to the application site. The new project, with a proposed plot ratio of approximately 0.6, will provide approximately 81,972 square feet of residential floor area.

The project will consist of three- to four-storey residential towers with a basement level. Units will average approximately 684 square feet, and approximately 79 parking spaces will be provided. A one-story residents’ clubhouse will provide approximately 4,099 square feet.
The project is expected to be completed around 2031.

According to the submitted documents, the application site is located in a low-density residential area, adjacent to Kwai Fong and the low-rise buildings of Pak Wai and Hing Keng Shek Villages. The development site is accessible from Hiram’s Highway.
The proposed development site is primarily used for a vehicle repair workshop, landscaping company, and temporary structures. Most of the land is currently unvegetated and leveled, making it difficult to reflect the current planning intent of the green belt.
Town Planning Board will discuss the proposal at its meeting on 7 November 2025.
