Few parking tickets are issued these days: What’s not going on?

It is rare these days to see a police officer issuing a parking ticket in Sai Kung — and Brown Bombers haven’t be spotted in town for years. What’s going on, or not going on?

Some speculation. And some actual fact.

First, an anecdote for new-comers. On Saturdays not long ago about 11:00 am alert people would see a police bus pull up outside the police station. And Brown Bombers would fall out, running. Yes, they ran, licketty-split into town, running, arms pumping, legs pounding, brown uniforms flapping, aiming to catch naughty parkers unawares. It was as funny as the Keystone Cops.

Those days appear to be over. So what’s going on?

Speculation: The police have orders to be gentle with the public, because official memories of the 2019 riots are raw.

This thought is backed up by an actual fact: An impressive young fellow, Daniel Tsang Wa-hei, was chief inspector of police in command of the Sai Kung district at 33. This was in 2018 and he gave an interview to SAI KUNG BUZZ. We started by asking how he had attained such a high rank at so young an age. “Two university degrees.”

Then Daniel became philosophical: “I could have officers on the streets issuing thousands of parking tickets every day but that would ruin our relationship with the public.” Daniel said police action should be reasonable and proportionate.

He is now, according to the police website, a superintendent but they don’t say in which division. Daniel is now about 39 and we hope he makes Commissioner.
