Sai Kung District Council held its first meeting of the current session, with pan-democrat councillors taking control of the council for the first time. At the beginning of the meeting, Ben Chung Kam Lun of the Neo-democrats was elected Chairman and Francis Chau Yin Ming was elected as Vice Chairman.
The main points discussed were the setting up three working groups, including the establishment of a permanent Anti-amendment Working Group, a New Government Building Working Group, and the Sai Kung Road Improvement Works Working Group.
While most of the councillors were in favour of the last two proposals, the Anti-amendment Working Group proposal caused the most debate. In the end 27 councillors voted for it.
Chung then put forward a number of agenda items, including the appointment of the Secretary of the Sai Kung District Council, the establishment of the District Council Committee, and the selection of a number of convenors and deputy convenors of various committees, the processing of two community funding scheme applications, and the selection of the Eastern Harbour Crossing User Liaison Group representative.
