The East Kowloon Department of Transportation and the West Kowloon Department of Transportation carried out law enforcement operations code-named “Torch” in the area during the Chung Yeung Festival for four consecutive days (23- 26 October).
During the operation, the Department, together with officers from Tseung Kwan O, Sau Mau Ping and Sai Kung Police Districts, found ten private cars suspected of violating the Road Traffic (Vehicle Construction and Maintenance) Regulations, of which five were suspected of having illegal modification. They were towed to the car detention centre for further inspection.

The police also issued defective vehicle reports to the remaining five vehicles. At the same time, the police set up anti-drink driving roadblocks and patrols at various locations in the district. Nine drivers aged between 27 and 42 failed to pass an alcohol breath test and were arrested for drunk driving. All arrested drivers have been released on bail pending further investigation and must report to the police in early November.
The police also set up anti-speeding roadblocks and radar operations in various districts and detected more than 700 vehicles suspected of speeding. Some drivers were charged at the scene. The police will issue tickets to the remaining drivers later.

In addition, the Department of Transportation of the West Kowloon Region and the Department of Transportation of the New Territories South Region conducted a joint operation against drink and drug driving. During the operation, police officers asked about 1,200 drivers to take an alcohol breath test and arrested 14 (28-82 years old) drivers on suspicion of drunk driving; a 33-year-old driver was arrested on suspicion of driving under the influence of drugs.
The police also arrested a man who crashed through a roadblock, and seized a small amount of drugs. He is suspected of “hiding drugs”, “assaulting police”, “dangerous driving”, “driving under the influence of drugs”, and has being arrested.
13 private cars were also detained for illegal alteration, including alteration of dead air hoses to make noise and violation of the Road Traffic (Vehicle Construction and Maintenance) Regulations. The police also issued defective vehicle reports to 16 other private car owners. The police also detected over 200 vehicles involved in speeding and will prosecute them.
