A suspected case of dog abuse was reported to the police and SPCA yesterday afternoon (23/2). Inspectors found an Alaskan Malamute in a village house in Sai Keng Village, Sai Kung tied up and dehydrated and badly cared for.
Its living environment was poor. The dog was tied to outdoor boxing equipment, and a peculiar smell pervaded the area. Water in the water bowl next to the dog cage had turned green, and rats were seen nearby. After about 2 hours the female dog owner came out of the house and discussed the situation with inspectors.
Neighbours said that the dog had been tied up outside for a long time. They had also seen the ground covered with dog faeces and lots of rats. Having talked to the SPCA staff the inspectors assisted the dog owner in improving the dog’s living environment, including changing the water and lengthening the dog leash. The SPCA staff will revisit next week to inspect the situation.
An SPCA staff member said that after the site inspection, considering that the animal’s welfare is not ideal, it made four suggestions to the dog owner and she made immediate improvements, including increasing the length of the dog leash to ensure that the dog can move in a larger area and can sit down and rest at any time; properly clean the bowl containing the water and ensure that clean water is provided; move the sun umbrella close to the house to ensure that the dog can rest under the shade, and bring the dog during the following week to a pet grooming shop to trim and clean the hair and to keep it clean and tidy. The dog owner immediately made improvements on the first three items on the spot, and promised to take the dog to the grooming shop this week for haircutting and cleaning. Inspectors of the Association will go to the site next week to follow up the dog’s condition and environment.
