The current Four Seas building on one of the sites
The family of Tang Shing-bor, colloquially known as Uncle Bo, The Shop King, has reapplied for planning permission to turn the five commercial properties in Hong Ting Road, Sai Kung into residential units. In 2019, the Stan Group applied to the Town Planning Board for the development of 5 projects on Hong Ting Road in Saigon, including the construction of 99 private residences and 1,403 residential care homes for the elderly, involving a total floor area of approximately 349,500 square feet. The Town Planning Board rejected that proposal earlier this year. The new proposal abandons the private residential development part.
The proposed development takes up five sites on Hong Ting Road
The latest proposal provides 1,127 beds in residential care homes for the elderly, with a floor area of approximately 251,000 square feet.

Full details of the new proposal can be found on the TPB web site; there are separate proposals for each site 1 Hong Ting Road, 2 Hong Ting Road, 6 Hong Ting Road, 7 Hong Ting Road and 7 and 9 Hong Ting Road.
The site plans for each proposal
The site area ranges from 18,095 to 30,678 square feet. The total site area is 125,532 square feet. All of them are planned to be developed at twice the plot ratio, and 5 6-storey buildings will be built. Residential care homes for the elderly, each with an area of approximately 36,189 to 69,558 square feet, involve a total of 251,064 square feet.
The applicant pointed out that the proposed development will meet the demand for residential and residential care beds in Hong Kong, meet the government’s recent policy direction, and at the same time conform to the original intention of the plan, and will promote the transformation of old industrial areas and improve the overall street landscape quality.
