Inaction on safety improvements for Sai Kung pedestrian crossing at Fuk Man Road/Chan Man Street junction

On 1 April 2025, BUZZ ran a tragic story concerning a 65-year-old pedestrian hit by a taxi while crossing road in Sai Kung Town.

The unmarked crossing has slopes either side of the road to assist crossing and is regularly used by pedestrians walking from the police station bus stop as well as from the car parks in the area. Citizens have been lobbying for some years to have markings or signs posted as it is not a safe place to cross, but to no avail.

This story resulted in a comment from a reader:

“I use that crossing frequently as my daughter lives in Town Centre, and I know how dangerous it is, with cars coming from three directions. With my slow walking owing to having to use a walking stick in m always scared to cross there, and I worry about my daughter running the Hive as she uses it every day. I have had some very close calls over the past decades there even when I was not as immobile as I am today.

I know we have petitioned previous DCs over the years to do something. All that happened was the curbs lowered, which just attracted more people to cross there but didn’t solve the problem. Have no idea why they didn’t go the whole hog.”

And an exchange of correspondence with the Chair of Sai Kung District Council, also on 1 April followed:

To Chair: Perhaps your council can persuade the government to improve this popular crossing point up to the standard of a similar crossing point in Po Tung Road near the kindergarten. i.e. road markings and a safety island?

From Chair: Thank you for your suggestion regarding the crossing point. I will certainly bring this matter to the attention of the council. We can explore the possibility of advocating for improvements similar to those at the Po Tung Road crossing, including enhanced road markings and a safety island.

Regrettably, despite reminders and questions as to progress, nothing has changed:

There are still not even LOOK RIGHT! road markings for pedestrians or SLOW road markings for drivers. Pedestrians using this crossing are still at risk. The sloped curbs on both sides of Fuk Man Road at that point clearly facilitate pedestrians crossing with trolleys, pushchairs and suitcases etc and they deserve protection when doing so.

The Council has in recent months spent millions of dollars replacing what appear to be perfectly serviceable paving bricks in town and along the promenade so not securing safety improvements at this crossing is inexplicable. As a minimum, there should be road surface warnings for pedestrians and drivers and preferably a pedestrian mid-road refuge installed bringing it up to the standard of the crossing on Po Tung Road north of the kindergarten:
