Hong Kong Jockey Club have submitted an application to Sai Kung District Council (in Chinese only) for the development of a Public Riding School on a landfill site in Tseung Kwan O. It will be discussed at the DC meeting on 6 January.
Since opening its first public riding school in 1978, HKJC has established three public riding schools: the Pok Fu Lam Public Riding School in Hong Kong Island West, the Lei Yue Mun Public Riding School in Hong Kong Island East, and the Tuen Mun Public Riding School in the Northwest New Territories. In addition to providing over 70,000 equestrian riding training sessions and horse-related educational activities annually, the Tuen Mun Public Riding School also frequently organises various equestrian events and performances, offering the community a new experience combining sports, leisure, education, and family activities.

Currently, the waiting list for the three public riding schools exceeds 20,000 people, resulting in an average waiting time of several years. In view of this, to meet the continuously growing demand, the Jockey Club, after careful planning, has decided to open a fourth public riding school, located in Tseung Kwan O in the southeast of the New Territories.
The proposed Riding School will be located in the Tseung Kwan O Phase II/III Rehabilitation Landfill. The landfill comprises three main platforms along a slope, housing the main riding facilities, work areas, and school buildings, covering approximately 46,500 square meters. The design will blend seamlessly with the surrounding environment. The remaining non-riding school area will be managed by the Environmental Protection Department for convenient routine maintenance.

In addition to an administration and visitor centre, sandpits, stables, riding machines, staplers, and a veterinary clinic, the school buildings will also include an indoor viewing gallery, allowing the public to comfortably watch students ride and train while enjoying panoramic views of Tseung Kwan O’s mountains and Victoria Harbour to the southeast. In addition, a pony viewing area will be set up on the lower platform, allowing the public to observe and take photos with the ponies up close, providing a unique new experience for the Tseung Kwan O community.

The project has received in-principle support from the Culture, Sports and Tourism Bureau and consent from the Environmental Protection Department (EPD). The Hong Kong Jockey Club will submit a planning permit application to the Town Planning Board in the first quarter of 2026, following the relevant procedures. If the approval process proceeds smoothly, construction is expected to commence as early as the end of 2027, taking approximately 24 months, and will officially open to the public in 2030.
